Adds a comprehensive definition of "financial institution" to Labor Law Section 740, covering banks, credit unions, securities brokers, insurance companies, money transmitters, real estate settlement companies, vehicle dealers, casinos, and other businesses designated by the superintendent of financial services.

Expands whistleblower protections in Labor Law Section 740 to include employees who disclose violations of federal or state securities laws, financial or accounting fraud, or misappropriation of funds belonging to financial institutions, hedge funds, private equity firms, or their clients.

Establishes employer retaliation protections for financial services employees who report violations to supervisors or public bodies, adding securities and financial fraud violations to existing protections for public health and safety violations and health care fraud.

Takes effect immediately upon enactment.
