Requires the Division of State Police to collect, maintain, analyze, and make public statistical data on hate crimes reported to or investigated by law enforcement agencies.

Mandates collection of demographic data on victims including race, color, national origin, ancestry, gender, religion, religious practice, age, disability, sexual orientation, and gender identity or expression.

Mandates collection of demographic data on arrested persons including the same demographic categories as victims, along with arrest county, accusatory instrument disposition, and sentence imposed.

Requires data to be used for research or statistical purposes only and prohibits inclusion of information that may reveal individual identity.

Requires annual reports to be submitted to the governor, assembly codes committee chair, senate codes committee chair, attorney general, and chief administrative judge, with reports classified as public records.
