Requires the New York City Department of Education chancellor to establish a pilot program providing frozen take-home meals to children in NYC using unused and unopened leftover food from participating schools.

Mandates selection of one public school from each borough to participate in the pilot program, with students able to opt-in and school principals determining enrollment numbers.

Requires the chancellor to promulgate rules for program implementation and participating school principals to submit detailed reports within 30 days of school year completion.

Establishes the pilot program for a period of one full school year.

Takes effect 90 days after becoming law, with authority granted for necessary regulatory amendments prior to implementation.
