Enacts the "New York State Kratom Consumer Protection Act" to regulate kratom products derived from the mitragyna speciosa plant in New York.

Requires dealers to disclose factual basis for kratom product representations on product labels and include the amount of mitragynine and 7-hydroxymitragynine contained and directions for safe use.

Prohibits dealers from selling kratom products that are adulterated or contaminated with dangerous substances, contain synthetic alkaloids, or have 7-hydroxymitragynine levels exceeding 2 percent of alkaloid composition.

Bans the sale of kratom products to individuals under 18 years of age.

Establishes penalties of up to $500 for first violation and $1,000 for subsequent violations of labeling requirements, misdemeanor charges with up to 90 days imprisonment and $500 fines for other violations, and allows private lawsuits for damages; takes effect 180 days after enactment.
