Creates a state commission on New York City school governance and mayoral accountability to examine the effectiveness of the current school governance system and develop recommendations for improvement.

Commission membership consists of elected and appointed parent leaders, students, administrators, teachers, support staff, and community education advocates, with all appointed members selected by the NYC Department of Education chancellor.

Grants the commission powers of a legislative committee to conduct studies, hold hearings, and request data and resources from state agencies and political subdivisions necessary for its work.

Requires the commission to submit recommendations and findings to the governor, senate president, and assembly speaker no later than December 31st of the year following enactment, with the legislature required to completely accept or reject the recommendation.

Commission expires and is automatically repealed upon submission of its final report.
