Amends Correction Law Section 504 to allow the State Commission of Correction to designate a jail in another county as a substitute jail when an inmate's transfer would enable participation in beneficial programming.

Requires the inmate's consent and the consent of any involved sheriff before such a designation can be made.

The designated jail becomes the official jail of the original county for confinement and programmatic purposes once the State Commission of Correction files a written instrument with the county clerk.

The designation may be amended, modified, or revoked by the State Commission of Correction through subsequent written filings with the county clerk.

Takes effect immediately upon enactment.
