Allows other businesses to operate on licensed farm manufacturing premises (meaderies, breweries, cideries, distilleries, and wineries) subject to State Liquor Authority rules and regulations.

Requires the Liquor Authority to establish regulations determining which businesses are compatible with the purposes of the alcoholic beverage control law and to consider community impact.

Prohibits retail businesses licensed under the alcoholic beverage control law from operating at licensed manufacturing premises.

Amends sections 31, 51-a, 58-c, 61, and 76-a of the alcoholic beverage control law to add these provisions for farm meaderies, breweries, cideries, distilleries, and wineries respectively.

Takes effect immediately, except section one (farm meaderies) which takes effect on the same date as chapter 522 of the laws of 2018.
