Requires school districts in cities with at least one million inhabitants to include provisions for retention or preference in hiring of school bus workers in transportation contracts for kindergarten through grade twelve students.

Mandates preservation of wages, health, welfare, and retirement benefits and seniority for school bus workers hired under retention or preference provisions, with costs clearly identified in contracts.

Defines "school bus worker" as operators, mechanics, dispatchers, or attendants employed as of June 30, 2010 or later by contractors or subcontractors who were furloughed or became unemployed due to contract loss or service reductions.

Requires school districts in cities with one million or more inhabitants to report annually to the state budget director and legislative committees on competitive solicitations issued after April 1, 2019, including results of retention provisions and cost increases associated with such contracts.

Excludes the incremental costs of retention and preference provisions for school bus workers from aid calculations for substitute transportation contracts serving students with disabilities, effective immediately upon enactment.
