Allows registered voters who lack sufficient time to vote outside working hours to take up to three hours of paid time off work to vote at any election.

Establishes that employees with four or more consecutive hours available between poll opening and work shift start, or between work shift end and poll closing, are deemed to have sufficient voting time outside work hours.

Permits employees with less than four consecutive hours of free time to take unpaid time off for voting, limited to a maximum of two hours without loss of pay.

Requires that voting time off be taken at the beginning or end of an employee's work shift as designated by the employer, unless the employer and employee mutually agree otherwise.
