Removes prohibition on commuter vans accepting street hails from prospective passengers by amending the definition of "commuter van" in the administrative code.

Permits duly licensed commuter vans to accept hails from passengers in the street, placing them on equal footing with licensed taxicabs.

Modifies section 19-516 to remove commuter vans from restrictions on passenger acceptance, leaving only for-hire vehicles without HAIL licenses subject to telephone contract or prearrangement requirements.

Repeals subdivision b of section 19-516 relating to commuter van passenger acceptance restrictions.

Takes effect immediately upon enactment.
