Creates a seven-member LGBT youth and young adult suicide prevention task force to examine mental health and suicide prevention for LGBT individuals up to age 24 in New York.

Members appointed within 60 days by the Governor (1), Senate Temporary President (2), Assembly Speaker (2), and Commissioner of Health (2), with expertise in mental health and LGBT youth issues and statewide geographic representation.

Task force shall study current mental health practices, recommend improvements, determine reasons for high LGBT youth suicide rates, and may establish advisory committees and request assistance from state agencies.

Task force must submit a preliminary report within 13 months and final report with legislative proposals within 22 months of the effective date.

Act takes effect 60 days after becoming law and automatically expires 2 years after the effective date.
