Changes Public Service Law Section 130 to require state agencies and municipalities to receive explicit authorization from the commission before requiring approvals, permits, or certificates for major facilities with filed certificate applications.

Replaces "issued" with "filed" to clarify that the restriction applies once an application for a certificate has been filed, rather than after it is issued.

Adds exception allowing municipalities and state agencies to enforce requirements under the New York State Uniform Fire Prevention and Building Code regardless of commission authorization.

Maintains existing exception for state law requirements protecting employees during construction and operation of facilities.

Takes effect immediately and applies to all petitions filed on or after the effective date.
