Amends Village Law Section 3-300 to allow the Village of Riverside (Steuben County) to hire a village clerk/treasurer and code enforcement officer who is not a village resident, provided they reside in Steuben County or an adjoining county within New York State.

Amends Public Officers Law Section 3 to exempt the Village of Riverside from state residency requirements for the positions of village clerk/treasurer and code enforcement officer, with the same county-level residency requirement.

Clarifies that this exemption applies only to the Village of Riverside and does not affect residency requirements for these positions in other villages unless separately authorized by state legislature.

Takes effect immediately upon enactment.
