Amends chapter 239 of the 1995 laws to authorize New York City to sell waterfront property and land under water in Broad Channel, Queens that the city owns or may acquire through in rem tax foreclosure proceedings.

Specifies a defined tract of land in the beds of East 12th Road and Church Road in Queens, containing approximately 15,245 square feet or 1.070 acres, as the property authorized for sale.

Allows the mayor to sell adjacent parcels to private owners without competitive bidding for five years after the 2019 amendments take effect, provided adjoining parcels do not exceed 3,000 square feet if purchased before the act's effective date or the area of the privately owned parcel if purchased after.

Requires any proposed sale to be reviewed for consistency with waterfront revitalization programs and public access policies adopted by the city under executive law section 915.

Takes effect immediately upon enactment.
