Amends Public Service Law Section 222 to create separate approval standards for cable franchise renewals/amendments versus transfers of franchises, control, or significant system facilities.

Requires applicants for cable system transfers to demonstrate the proposed transferee and system conform to commission standards, comply with law and regulations, and serve the public interest.

Removes "proposed transferee" from the approval criteria for franchise renewals and amendments, applying stricter transfer standards only to actual transfer applications.

Allows the Public Service Commission to approve transfer applications that fail to meet established standards if approval would serve the public interest.

Takes effect immediately and applies to all applications pending before the Public Service Commission on the effective date.
