Mandates objectors personally deliver or mail overnight copies of specifications to all named candidates or designated committee members on or before filing with the election officer/board.

Requires election officers and boards to provide notice by overnight mail to objectors and candidates of hearing dates, board research findings, and opportunity to be heard on specification validity before making determinations.

Removes authority for election officers and boards to independently make rules regarding filing and disposition of petitions, certificates, objections, and specifications, establishing uniform statewide standards.
