Expands the definition of "energy efficiency improvement" to include improvements in new construction, not just renovations or retrofits of existing buildings.

Adds a new definition of "real property" as any property with an interest that is or is eligible to be recorded or registered on municipal land ownership records.

Clarifies that "energy audit" can apply to energy evaluations conducted for property undergoing new construction, in addition to existing buildings.

Renumbers existing definitions in the General Municipal Law section 119-ff, moving "renewable energy system feasibility study" from definition 7 to definition 8 to accommodate the new real property definition.

Takes effect immediately upon enactment.
