Requires video recording of entire interrogations of juveniles at facilities designated by the chief administrator of the courts as suitable places for questioning, including giving of rights notices and any rights waivers.

Establishes that interrogation recordings must follow standards set by rule of the division of criminal justice services, with persons in the recording identifiable and speech intelligible.

Makes copies of interrogation recordings subject to discovery pursuant to section 331.2 of the family court act.

Requires consideration of video recording compliance with subdivision 5-a requirements when determining suitability of questioning and reasonable time periods for interrogating children.

Takes effect November 1st of the year following enactment and applies only to confessions, admissions, or statements made on or after the effective date.
