• Establishes permanent funding mechanisms for two early college high school programs: NYS Smart Scholars Early College High School Program (ECHS) and NYS Pathways in Technology Early College High School Program (P-TECH).

• Previously funded programs are guaranteed continued eligibility for funding without competing in new request for proposals processes, provided they meet performance benchmarks and program requirements set by the commissioner.

• Authorizes use of funds for program staffing, student recruitment, professional development, transportation, tuition/books/fees for college courses, and other operational expenses to support students earning college credits while in high school.

• P-TECH programs must partner with employers who commit to providing job opportunities to students upon completion of the six-year combined high school and college program; Smart Scholars programs must partner with higher education institutions to award at least 24 college credits or a post-secondary degree.

• Requires school districts to provide all required support services and programs for students with disabilities and English language learners enrolled in these programs; takes effect thirty days after enactment.
