Amends New York City Administrative Code to exclude electric assist bicycles from the definition of motorized scooters, thereby legalizing their use in the city.

Defines qualifying electric assist bicycles as those with motors under 750 watts, equipped with operable pedals, meeting Consumer Product Safety Commission standards (16 C.F.R. Part 1512.1 et seq.), and unable to provide assistance above 25 miles per hour.

Addresses traffic congestion in New York City (ranked second worst in U.S., third worst globally) and supports food delivery workers who currently face $500-$1,000 fines and vehicle confiscation for using electric assist bicycles.

Takes effect immediately but expires when companion legislation (S. 5294-A and A. 7431-B) relating to electric assist bicycles and electric scooters takes effect.
