Repeals subdivisions 8, 9, 10, 11, and 12 of section 201 of the vehicle and traffic law related to the driver's license access and privacy act.

Removes provisions requiring acceptance of foreign passports, consular identification documents, and foreign driver's licenses as proof of identity for non-commercial driver's licenses and learner's permits.

Eliminates the option for applicants without a social security number to provide an affidavit in lieu thereof for non-commercial driver's licenses and learner's permits.

Removes privacy protections that prevented public inspection of personal information (photo, social security number, address, place of birth, medical information, etc.) contained in non-commercial driver's license and learner's permit records.

Repeals section 7 of chapter 39 of the laws of 2019 and requires the commissioner to implement necessary regulatory changes by the effective date.
