Amends Election Law Section 3-412 to allow examination courses for election inspectors, poll clerks, and election coordinators to be offered both electronically and in person.

Permits examinations to be administered electronically or in person, while maintaining the requirement that all personnel pass an examination before certification for original designation and annually thereafter.

Requires the State Board of Elections to provide uniform directions and notice requirements for electronic instruction and examinations to each board of elections.

Takes effect 90 days after becoming law, with authority for necessary rule and regulation changes to be completed by the effective date.
