Directs the New York Department of Health to conduct a study on how racial and ethnic disparities affect infant mortality rates in the state.

Study must identify statewide and regional infant death rates, trends, patterns, and disparities in adverse birth outcomes and treatment factors contributing to infant deaths.

Study must review whether racial and ethnic disparities indicate need for increased health care access and identify ways to reduce or eliminate such disparities.

Department must submit report to the governor, senate president, assembly speaker, and legislative minority leaders within one year of the effective date with findings and recommendations for legislative action.

Department may submit additional reports assessing the extent to which prior recommendations have been implemented and their impact on infant mortality rates.
