Department of Health must conduct a study examining the effects of racial and ethnic disparities on breastfeeding rates, including statewide and regional trends and factors contributing to disparities.

Study must identify ways to reduce or eliminate racial and ethnic disparities in breastfeeding rates and assess the need for increased access to health care services and breastfeeding supports by geographic area and population.

Department may consult with specialists in neonatal and post-neonatal pathology, maternal and infant health, minority health advocacy, and related fields during the study.

Department must submit a report to the governor, temporary president of the senate, speaker of the assembly, and both minority leaders within one year of the effective date, including findings and recommendations for legislative action.

Department may submit additional reports assessing the implementation of prior recommendations and their impact on breastfeeding rates.
