Establishes an indefinite moratorium on building or placing permanent or semi-permanent wind turbines on all freshwater bodies within New York State and under state jurisdiction.

Extends the moratorium to infrastructure supporting wind turbines located in federal waters or other states' waters when such infrastructure enters or passes through New York freshwater bodies.

Defines "federal waters" as waters and submerged lands seaward of New York state waters that are subject to federal jurisdiction and control.

Requires majority votes in both houses of the legislature to lift the moratorium, with the legislature authorized to request additional data before making such a decision.

Maintains applicability of state environmental quality review requirements, public service law provisions, and local zoning and permitting laws.
