Authorizes any commissioner of the state board of elections to solicit requests for proposals for voting machines or systems to be certified for use in New York State, replacing the previous system where private owners could apply for examination.

Requires all requests for proposals to include a provision that submitting entities pay a fee to the board equal to the cost of examining the proposed voting machine or system.

Increases the minimum service requirement for voting machine contracts from five years to ten years, including training, election support, and maintenance at no additional cost.

Requires vendors to guarantee in writing that machines and systems will remain in good working order for at least ten years and to provide a bond guaranteeing fulfillment of training and service obligations.
