Amends Election Law Section 9-211 to authorize the commissioner of a board of elections to order a voting machine audit whenever a discrepancy exists between audit tallies and voting machine or system tallies.

Requires the state board of elections to establish uniform statewide standards for determining when discrepancies between audit tallies and machine tallies necessitate further voter verifiable record audits of additional machines or a complete audit of all machines within a board's jurisdiction.

Takes effect immediately upon enactment.
