Requires pet shops to document hereditary, genetic, or congenital defects in an animal's lineage and provide this information to purchasers at time of sale.

Adds telephone contact number requirement for breeders' information in pet shop recordkeeping and extends record retention period to five years from acquisition date.

Takes effect 60 days after becoming law, with authority for agencies to promulgate implementing rules immediately.
