Prohibits insurers providing prescription drug coverage from requiring prior authorization for pre-exposure prophylaxis used to prevent HIV infection.

Prohibits health maintenance organizations organized under the Insurance Law from requiring prior authorization for pre-exposure prophylaxis used to prevent HIV infection.

Allows insurers, health care plans, and HMOs to deny claims for such services if subsequently determined not medically necessary.

Takes effect 180 days after becoming law.
