Allows inmates incarcerated in state or local correctional facilities to vote and establishes that they are considered residents of their pre-incarceration county, city, town, and/or village.

Repeals existing provisions of election law that disqualified felons from voting and removes felony conviction as grounds for voter registration cancellation.

Prohibits cancellation of voter registration while a person is incarcerated in a correctional facility.

Requires the Department of Corrections and Community Supervision, in collaboration with state and county boards of election, to establish a program providing inmates with access to voter registration forms and voting mechanisms, including absentee ballots.

Takes effect 90 days after becoming law, with provisions for implementing rules and regulations to be completed by the effective date.
