Authorizes the Public Service Commission to order implementation of audit recommendations when a comprehensive management and operations audit finds fraud, abuse, or mismanagement by a service provider, upon PSC finding of reasonable cause.

Requires service providers to comply with PSC implementation orders by specified deadlines set in the order.

Allows the Public Service Commission to impose civil penalties against non-compliant service providers or revoke their authority to operate within the state.

Takes effect immediately and applies to all audits conducted on or after the enactment date.
