Adds three new definitions to election law: "foreign national," "public contribution" (contributions received pursuant to recommendations from the public campaign financing and election commission), and "negative campaigning" (advertisements by candidates or political committees that discuss or characterize opposing candidates' views, platforms, or political positions).

Requires the New York State Board of Elections to prescribe methods within 90 days for how candidates and political committees may use public contributions to fund campaign activities.

Mandates that regulations include a restriction prohibiting the use of public contributions for negative campaigning.

Takes effect 90 days after enactment, or upon implementation of the public campaign financing and election commission's recommendations, whichever is later.
