Requires the State Board of Elections to establish and maintain an electronic system allowing military voters to apply for and return marked military ballots online.

Defines "digital signature" as the certificate-based digital identification code issued by the U.S. Department of Defense through the Common Access Card or its successor.

Allows military voters to return ballot applications and marked ballots through mail, the new electronic system, or in person, with online submissions considered filed on the date initially transmitted.

Permits military voters to either mark ballots traditionally using affidavit envelopes or use the electronic system to mark, sign with a digital signature, and return ballots.

Takes effect on the same date as part CCC of chapter 55 of the laws of 2019.
