Requires each board of elections to uniformly and nondiscriminatorily require first-time voters to present identification before voting.

First-time voters voting in person must present a current and valid U.S. passport, New York REAL ID, New York Enhanced ID, social security card, birth certificate, or naturalization papers.

First-time voters casting ballots by mail must submit a copy of one of the qualifying documents in the outer envelope with their ballot.

Allows first-time voters unable to present required identification to cast an affidavit ballot that must be counted if the voter is otherwise eligible and the ballot complies with election law requirements.

Takes effect immediately upon enactment.
