Commissioner of Agriculture and Markets must establish licensing and educational standards for individuals providing basic obedience training to non-service and non-police dogs and their owners.

Standards do not apply to dogs that are service animals, police dogs, or other specified categories under Agriculture and Markets Law Section 108.

Individuals convicted of animal cruelty violations (Penal Law Article 26, Sections 351, 353, 353-a, or 355) are prohibited from obtaining a license to provide obedience training.

Licensed trainers must maintain practices and facilities in compliance with animal control provisions and are subject to enforcement by police officers, dog control officers, animal control officers, and officers of incorporated animal cruelty prevention societies.

The act takes effect immediately upon enactment.
