Maintains exemption allowing programs to admit up to 15 percent of incoming students who do not meet selection criteria based on demonstrated potential or extenuating circumstances.

Requires programs to report to the department the number of students admitted under exemptions and the selection criteria used for those exemptions.

Takes effect on the thirtieth day after becoming law.
