Metropolitan Transportation Authority must conduct a study on using the Triboro rail line for combined public transit and freight service along the corridor from Co-op City in the Bronx through Queens to Bay Ridge, Brooklyn.

Study must examine challenges, opportunities, and feasibility of co-mingling public transit and freight service on the rail line, including Amtrak's ownership in the Bronx, CSX's Fremont Secondary line, and the Long Island Rail Road's Bay Ridge branch.

Metropolitan Transportation Authority must issue a report within one year to the governor, senate president, and assembly speaker that includes: expected ridership and populations served, transit time and emissions reductions, potential station locations and service frequency, operational phases for service startup, and recommended immediate actions with implementation costs.
