Amends Executive Law Section 170-c to define "small business" according to subdivision eight of Section 102 of the State Administrative Procedure Act, rather than providing a separate definition.

Reduces the minimum cure period for first-time de minimus violations from 90 days to 15 business days, unless a longer period is allowed by law or regulation.

Modifies assistance requirements by allowing agencies to provide either regulatory guides and compliance materials or, to the extent practicable, direct small business assistance, rather than mandating in-person meetings.

Adds the Department of Financial Services to the list of agencies excluded from the small business regulatory fine provisions (alongside the Department of Taxation and Finance and Workers' Compensation Board).

Makes the 2019 law a temporary measure by adding an expiration date of two years after the effective date, after which the law will be deemed repealed.
