Amends environmental conservation law to include dredged material in the definition of fill that requires a permit for placement in navigable waters, marshes, estuaries, and wetlands in New York State.

Replaces existing Jamaica Bay borrow pit filling criteria with new standards requiring sediments and fill materials to comply with federal unrestricted ocean dumping criteria, pass toxicity and bioaccumulation testing, and require no special precautionary measures during disposal.

Makes provisions governing Jamaica Bay borrow pit filling permanent by removing the June 30, 2022 expiration date previously established in chapter 288 of the laws of 2014.
