Authorizes eligible persons and entities including ambulance services, first responders, schools, camps, and public facilities to purchase, possess, and use rescue inhaler treatment devices for emergency respiratory treatment without patient-specific prescriptions.

Requires eligible entities to designate individuals trained in rescue inhaler use to oversee storage, maintenance, and control of devices; training must cover recognition of asthma symptoms, dosage for adults and children, storage procedures, and emergency follow-up.

Permits health care practitioners to prescribe rescue inhalers to eligible entities via non-patient-specific prescriptions, and allows pharmacists to dispense them under such prescriptions.

Provides liability protection by classifying rescue inhaler use under this section as first aid or emergency treatment and prohibits such use from being classified as unlawful practice of medicine.

Does not require any eligible entity to acquire or administer rescue inhalers, and does not limit existing authority of health care practitioners or pharmacists to prescribe or dispense rescue inhalers.
