Expands Medicaid coverage for asthma self-management training services to include parents of persons diagnosed with asthma, and adds training on proper use of spacers, valved holding chambers, masks, and environmental triggers.

Requires health insurance policies with physician office coverage or major medical coverage to include rescue inhalers, nebulizers, spacers, valved holding chambers, and masks for asthma treatment.

Mandates insurance coverage for asthma self-management education for patients and parents/caregivers, including instruction on device use and environmental trigger management, limited to medically necessary visits.

Directs the Department of Health Commissioner to establish and periodically update a list of additional asthma equipment and supplies for which insurance coverage is required.

Allows coverage to be subject to annual deductibles and coinsurance consistent with other policy benefits, and takes effect January 1 following enactment for all policies issued, renewed, altered, or modified on or after that date.
