Expands New York State Department of Health review authority to include eight health care areas in correctional facilities: HIV/AIDS, hepatitis C, women's health, transgender health, chronic conditions, geriatric health, discharge planning, and substance use disorders.

Requires annual reviews by the Department of Health to ensure correctional health policies and practices comply with current medical standards, with authority to inspect facilities, interview providers and inmates, and review medical records.

Mandates the Department of Health Commissioner to consult with the Commissioner of Addiction Services and Supports regarding substance use disorder reviews.

Requires written reports from reviews to be made public on the Department of Health website without individual patient identifying information, with corrective action plans for any identified deficiencies.

Establishes a biennial study of health care staffing in correctional facilities examining adequacy of staffing (including specialties in women's, transgender, and geriatric care), challenges such as salary and geographic factors, and impact on service availability, with the first study due one year after enactment.
