Allows automatic assignment to managed long-term care plans for Medicaid recipients determined to need community-based long-term care for more than 120 continuous days who fail to select a plan, taking into account prior care workers, quality performance, capacity, and geographic accessibility.

Permits Medicaid applicants and recipients to attest to accumulated resources instead of providing documentation, except for those seeking medical assistance payment for long-term care services for the first time.

Establishes automatic recertification for four categories of Medicaid recipients: managed long-term care plan enrollees, managed care plan enrollees receiving personal care or consumer-directed personal assistance services, Aged/Blind/Disabled recipients with fixed Social Security income, and Medicare Savings Program recipients with fixed Social Security income.

Preserves recipients' obligations to report changes in income or other factors affecting eligibility, and ensures recipients found ineligible retain notice and hearing rights.

Takes effect 180 days after enactment, with the commissioner of health directed to promulgate regulations and take necessary actions for implementation.
