Amends Public Health Law and Insurance Law to include nursing home care following inpatient hospital admission in utilization review requirements.

Requires utilization review agents to make determinations on nursing home care requests within 24 hours of receipt when the request is submitted at least 24 hours prior to discharge from an inpatient admission.

Prohibits utilization review agents from denying coverage for nursing home care on the basis of medical necessity or lack of prior authorization while a determination is pending, provided the request was submitted at least 24 hours before discharge.

Applies the same expedited review and coverage protections for nursing home care as currently exist for inpatient substance use disorder treatment.

Takes effect 90 days after becoming law.
