Authorizes Patrick Humiston, a Buffalo police officer in the New York State and Local Police and Fire Retirement System, to receive service credit for his employment as an Erie County deputy sheriff from May 26, 2004 through August 21, 2006.

Grants Humiston full rights and benefits under sections 384-d and 384-e of the retirement and social security law for the deputy sheriff service period he was previously denied credit for due to reasons not attributable to his negligence.

Requires Humiston to file a request with the state comptroller within one year of the act's effective date to receive the service credit.

Establishes that the City of Buffalo shall bear all past service costs, estimated at approximately $127,000 as a one-time payment due February 1, 2021, with no increase to the city's annual retirement contributions.

Takes effect immediately upon enactment.
