Prohibits foreign-influenced business entities from making contributions, donations, or expenditures in connection with New York state or local elections, including to political committees and for political communications.

Defines a "foreign-influenced business entity" as one where a single foreign national owns 1% or more of equity/voting shares, two or more foreign nationals collectively own 5% or more, or a foreign national participates in the entity's U.S. political decision-making.

Makes it unlawful for any person to knowingly solicit, accept, or receive contributions from foreign-influenced business entities.

Requires any business entity making political expenditures or contributions to file a certification with the state board of elections within seven business days, signed under penalty of perjury, attesting it is not foreign-influenced.

Violations are classified as Class E felonies with civil penalties equal to the contribution amount plus fines up to $10,000, enforceable by the state board of elections chief enforcement counsel.
