Establishes an electronic absentee ballot transmittal system enabling voters residing outside the United States to submit marked absentee ballots via email while maintaining New York voting eligibility.

Permits electronic signatures on absentee ballot applications consistent with state technology law provisions.

Removes the requirement that special federal voters submit original paper copies of absentee ballot applications and ballots by mail or in person when transmitted electronically, allowing electronic submission to satisfy filing requirements.

Specifies that electronically submitted applications and ballots are deemed filed on the date of transmission, or the next business day if received after designated hours.
