Mandates annual reporting include the number of tests conducted, instances of possible discrimination found, and any resulting enforcement actions brought from the testing.

Allows the Attorney General to contract with nonprofit organizations operating full-service fair housing programs with at least two years of testing expertise to conduct all or part of the fair housing tests.

Protects contracted organizations and individuals from being precluded from pursuing all available legal remedies for any discrimination discovered through fair housing testing.
