Removes the cap limiting early voting polling places to seven per county, requiring instead at least one for every 50,000 registered voters.

Eliminates language restricting district ballot assignment based on early voting operations, allowing boards to assign election districts to early voting sites only when impractical to provide all ballots at each location.

Adds requirement that the State Board of Elections promulgate rules ensuring voting systems testing requirements do not make it impractical to provide all election district ballots at each early voting polling place.

Clarifies that for special elections (not primaries), boards may reduce early voting sites by majority vote if sufficient to meet voter needs.

Takes effect 90 days after enactment and applies to all general, primary, run-off primary, and special elections held thereafter.
