Requires each social services district to maintain a waiting list of eligible families (income at or below 200% of federal poverty level) who applied for but have not received child care assistance, including date requested, date received, and child ages.

Districts must submit annual reports to the Office of Children and Family Services by October 15, 2021, and annually thereafter, detailing average wait times, number of families by wait duration, average child age, and number of available subsidized child care slots by age category.

Requires districts to collect and report data on all families who applied for child care assistance, broken down by income level (six categories ranging from under 101% to 176-200% of federal poverty level) and whether they received or were denied assistance.

Directs the Office of Children and Family Services to compile district reports into a comprehensive county-by-county report and distribute to the governor, legislature, and relevant committee chairs by December 1, 2021, and annually thereafter.

Effective October 1, 2020; does not require districts to maintain historical waiting lists or collect data for applications submitted before the effective date.
